The current international regulations can be divided into two major systems: one is a "permit list" that lists the allowed additives in an exhaustive manner, and the other is a "prohibited list" that lists prohibited additives. After years of practice, it has been discovered that the 'ban list' has a significant flaw: a lack of binding force on new substances. When a new substance appears, it can be easily applied to food packaging materials because it is not on the existing "prohibited list", and regulations cannot manage it. Therefore, Japan and South Korea, which originally formulated the "prohibited list", have turned to the "permit list" system, while Europe, America, and China have adopted the "permit list" system. The 2003 edition of the Hygienic Standards for the Use of Additives in Food Containers and Packaging Materials includes a total of 65 types of dosage permits.
